Popular sovereignty gives the people the power to:
* adopt its own constitution
* propose and adopt amendments to the constitution
The practical manifestation of popular sovereignty is direct democracy.
Also, it should be noted that though the American Constitution’s Preamble starts off with "We the people of the United States" ...... etc.
