The std. eqn. of a circle with center at (h,k) and radius r is:

(x-h)^2 + (y-k)^2 = r^2.

Here, (h,k) is (2, -4) and r is 3, so we get:

(x-2)^2 + (y-[-4])^2 = 3^2, or                 (x-2)^2 + (y+4)^2 = 3^2
