First, you isolate the absolute value.
4 + 8|2b| = 84
8|2b| = 80
|2b| = 10
Now to solve the absolute value part, set what is inside the absolute value equal to 10 and set it equal to -10 and solve both equations.
2b = 10 or 2b = -10
b = 5 or b = -5
