In Lois Lowry's The Giver, why aren't twins allowed/ accepted into the community?

Because it would cause confusion. Their world is supposed to be "perfect" and they do not need added trouble. (Note: I read the book about last year, so my memory is a little foggy. You may want to check it with your book for confirmation.)
