You have to take out the "|"
8x-1 ≤ 2x+11
8x-2x ≤ 11+1
6x ≤ 12
X ≤ 12/6
X ≤ 2

collect the like terms
8x-2x is greater than equals to 11+1
10x<_12 then divide both sides by 10
x<_0.83
