Can a circle have a radius of − 3 ? Why or Why not

As radius is a length so radius can't be negative.

But when measuring for speeds/simple harmonic motion etc radius can be negative, which means that it is measured on the perfectly opposite direction of a specified side of that circle. If radius is zero then it is not more a circle but it is a point.
