The statement is actually not true. For use cases where dimension and precision is major requirement Cold Rolled shapes are use. Cold Rolled shapes are the by product of further processing of hot rolled shapes. Further processing meaning grinding, tuning and fine polishing making the steel reach a dimension closer to specification.
